Inglewood picks 'best value proposer' for LA-area people mover


The project includes design, construction, financing, operation and maintenance of a 1.6-mile automated people mover that will connect the LA Metro K Line and Inglewood's new major employment and destination centers.

Inglewood, California, officials yesterday announced that Elevate Inglewood Partners, a public-private partnership consortium, has been chosen as the "best value proposer" for the city's Inglewood Transit Connector (ITC) project.

The project includes design, construction, financing, operation and maintenance of a 1.6-mile automated people mover that will connect the LA Metro K Line and Inglewood’s new major employment and destination centers, including the Kia Forum, Sofi Stadium, YouTube Theater the Intuit Dome.

The consortium consists of Plenary Americas US Holdings Inc., the equity member; Tutor Perini Corp., the lead contractor; Parsons Corp., the lead designer; Woojin Industrial System Co. Ltd., the automated transit system operator and supplier; and Alternate Concepts Inc., the lead operations and maintenance contractor.

“The announcement of the selection of a team to develop and operate the ITC is another key milestone in the process to make this transformative investment in our city a reality,” said Inglewood Mayor James Butts in a press release.

Previous recent milestones included the Federal Transit Administration's commitment in December 2023 to allocate $1 billion to the ITC project once it completes additional procedural steps and the inclusion in President Joe Biden’s budget in March of a recommendation to make the first payment of $200 million toward the federal contribution.

The city has partnered with Los Angeles County Metropolitan Transportation Authority (LA Metro) and Los Angeles County to establish the ITC Joint Powers Authority, which will oversee the ITC's design, construction, operations and maintenance following the contract award.
