Transit suppliers form coalition to advocate Buy America Act revisions

Creating jobs and spending money — especially on American-made products — are necessary components for boosting the economy. And that’s exactly what a newly formed coalition plans to lobby for — at least in the transit world.



Led by Cubic Corp., "U.S. Transit Suppliers Mean Business" was created to encourage Congress to refine Buy America regulations relating to transit projects. The coalition also includes Colorado Railcar, GFI-GENFARE, GILLIG Corp., Motor Coach Industries Inc. and DRI.



The group advocates a four-step tune-up of the Buy America Act because some lawmakers have expressed concern that there are inconsistencies between regulation interpretations and applications, according to a prepared statement.



The coalition’s recommendations include eliminating the 10-year-old temporary exemption related to microprocessors, restricting waivers, clarifying and tightening the definition of "manufactured product," and ensuring all federal regulatory agency decisions involving Buy America are subject to Administrative Procedures Act review.



Bidders are required to comply with Buy America regulations when federal dollars are used to fund transit projects.
