On March 15, Bay Area Rapid Transit (BART) plans to release its draft fiscal-year 2005 Short Range Transit Plan and Capital Improvement Program (SRTP/CIP).

Required by the Federal Transit Administration and Metropolitan Transportation Commission, the plan serves as a management and financial planning tool, enabling BART to analyze operating and capital funding needs, priorities, and funding strategies through FY2014. The plan also provides a long-term perspective on current operating and capital programs, and outlines the agency’s approach to capital investment and funding strategies.

The draft SRTP/CIP includes an overview of BART’s organization, facilities and fare structure; information on current and future rail ridership, service and operating performance; description of a "Next Generation" renovation program; updates on the Earthquake Safety Program, and expansion projects and proposals; and strategies for successful partnerships with communities to promote ridership and land use.

BART will accept public comments on the SRTP/CIP until its June 24 meeting, when the agency’s board plans to adopt the document.
