CTA's Carter rejoins FTA as chief counsel

The Federal Transit Administration (FTA) recently appointed Dorval Carter Jr. chief counsel. He most recently was executive vice president and chief administrative officer at the Chicago Transit Authority (CTA).
Carter had held the top administrative support position for the nation’s second-largest transit system since 2000. He previously served as CTA’s acting president until the agency named Richard Rodriguez president in March 2009, and completed stints as general attorney and deputy general attorney for corporate law.
Prior to joining the CTA, Carter served the FTA for 10 years in various capacities, including assistant chief counsel for legislation and regulation, and regional counsel of the FTA Region 5 office in Chicago.
He was a member of the FTA’s Procurement Council, and currently serves as a senior fellow on the Council for Excellence in Government and member of the Transportation Research Board.
