DART approves $1 billion FY2013 budget

Dallas Area Rapid Transit's (DART) board has approved a $1 billion budget for fiscal-year 2013 that includes funds for expanding the Orange and Blue lines, and ongoing construction of a direct rail connection to Dallas-Fort Worth International Airport in 2014.
The budget, which starts Oct. 1, supports the December opening of two light-rail projects: the second phase of the Orange Line to Irving, and the Blue Line extension from Garland to Rowlett.
The FY2013 budget is lower than the $1.15 billion FY2012 budget in part because it reflects a decrease in capital spending as the light-rail expansion project slows; however, FY2013's operating budget is higher than a year ago so DART can add service to more locations, agency officials said in a prepared statement.
"This budget allows us to continue meeting our commitments to our service area cities as we create an even more attractive system for new customers," said DART Chairman John Danish.
The FY2013 budget covers $448.6 million for operating costs, $468.98 million for capital and non-operating expenses and $151.4 million for net debt service.
The new budget also supports the introduction of new fares beginning in December.
"Improving local economic conditions and the success of DART's multi-year financial and budgetary initiatives will benefit the southern portion of the service area by making possible the acceleration of the South Oak Cliff Blue Line extension to the University of North Texas campus from 2019 to 2016," DART officials said.
