DART drafts seasoned vets for diversity team

Dallas Area Rapid Transit June 13 deepened its diversity commitment by selecting two professionals seasoned in government and business minority affairs to lead the Department of Diversity and Economic Opportunity (DEO).

Gloria Dixon was named DEO vice president; Frank Cortez, assistant vice president, business development in DEO. Their goal will be to ensure the agency advances its goals of broader diversity in DART’s workforce, as well as in contracting for services and materials.

"We are very fortunate to obtain such highly qualified and experienced personnel for these two vital positions," said DART President/Executive Officer in a prepared statement. "I am confident our new leadership team will advance DART’s improving record in these areas."

Dixon previously served Federal Transit Administration since 1983 as team leader for civil rights, national responsibility, where she managed and evaluated federal transit recipients in regard to their transit service provision, employment practices and contracting with minority and women business owners.

Prior to her FTA stint, Dixon worked four years at Federal Highway Administration as Equal Employment Officer, Region 7, which includes Iowa, Kansas, Missouri and Nebraska.

Cortez has spent many years in Hispanic chambers of commerce in Victoria, Texas, and Dallas, including as executive director of Greater Dallas Hispanic Chamber of Commerce since 1991. He helped ensure that minority businesses would have the best possible opportunities for obtaining procurement and contract opportunities with Texas, Dallas, DART, Dallas/Fort Worth International Airport and other agencies.
