D.C. airports authority intends to award Dulles Corridor contract to Capital Rail Constructors

The Metropolitan Washington Airports Authority plans to award the major design-build contract for Phase 2 of the Dulles Corridor Metrorail project to Capital Rail Constructors, the authority announced late last week.

The joint venture comprises Clark Construction Group and Kiewit Infrastructure South Co. The authority issued a notice of recommended award to the firm, which offered a price proposal of $1.17 million — the lowest of five proposals the authority received.

"The winning proposal is well below our original estimates of $1.4 billion to $1.6 billion for this portion of the project," said Pat Nowakowski, executive director of the Dulles Corridor Metrorail project.

The notice is the next step in a competitive procurement process that began in July 2012. The authority now will request additional documentation from the team. A final award of the contract is expected in May.

The contract will include construction of six stations, 11.4 miles of track and guideways, and wayside components.
