Eglinton Crosstown LRT project delayed again

The Metrolinx Eglinton Crosstown light-rail transit project in Toronto has been delayed with no expected completion date.

The most recent timeline put the project at completion by year's end, but Metrolinx officials now don't expect it to be finished according to that timeline, said Metrolinx President and CEO Phil Verster in a statement. He did not provide an updated estimate for the project's completion, nor did he explain the reasons behind the latest delay.

"Unfortunately, while progress has been made, Crosslinx Transit Solutions have fallen behind schedule, are unable to finalize construction and testing, and therefore the system will not be operational on this timeline," Verster said.

Crosslinx Transit Solutions is a consortium of construction firms contracted for the project. It includes Aecon Group Inc., ACS Infrastructure Canada, EllisDon and SNC-Lavalin Group Inc.

The project has been under construction since 2011 and has undergone numerous delays since then. The project was slated to end in 2020 on the original timeline, but due to the pandemic, lengthy contract negotiations and other issues, the project was delayed multiple times.

The project was delayed in 2021 following the discovery of a structural defect at the Eglinton Line 1 Station. Crosslinx Transit Solutions and Metrolinx entered into a CA$325 million settlement in December 2021 that resolved claims resulting from pandemic-related delays and technical issues. At that time, the project was expected to be completed in September 2022.

In 2018, Metrolinx paid the consortium CA$237 million to keep the project on track, the Toronto Star reported.

When completed, the 12-mile LRT route will run partially underground and stop at 25 stations along Eglinton Avenue. It will connect to three Toronto subway stations and to GO Transit lines.
