FTA reviews Houston Metro's compliance with Buy America program

The Federal Transit Administration (FTA) is conducting a review of the Metropolitan Transit Authority of Harris County, Texas (Metro) to ensure the agency’s adherence to the provisions of the Buy America program regarding the purchase of two light-rail test cars from Construcciones y Auxiliar de Ferrocarriles of Spain.
In a response submitted to the FTA, Metro officials said that the two cars to be built in Spain will be paid for with local funds, while 103 rail cars to be assembled in New York will be federally funded. Purchasing the test cars in Spain will provide quality assurance and ensure adherence to safety standards, Metro officials said in the letter.
Metro wants to work closely with the FTA to address any remaining issues pertaining to the agency's light-rail project, said Chairman Gilbert Garcia.
