The Los Angeles County Metropolitan Transportation Authority (L.A. Metro) has appointed Lonnie Mitchell chief operations officer. He has held the position on an interim basis since December 2009.

Mitchell is responsible for overseeing rail and bus operations. Before serving as interim COO, he was L.A. Metro's chief administrative services officer.

L.A. Metro also named Martha Welborne executive director of planning. She has previously worked as an architect and urban planner.

Most recently, Welborne was managing director of the Grand Avenue Committee, a public/private partnership focused on revitalizing the civic and cultural districts of downtown Los Angeles. She will join L.A. Metro June 1.
