NYC planning commission approves ARC tunnel project's land use application

Yesterday, the New York City Planning Commission approved a special permit application for facilities associated with the Access to the Region's Core (ARC) project as part of the Uniform Land Use Review Procedure.
The Port Authority of New York and New Jersey and New Jersey Transit — which are partnering to complete the $8.7 billion project — voluntarily submitted the project for the land use process as part of an effort to encourage community and public participation.
Now, the application goes to the city council for final review. The approval will move the project closer to construction in New York City. Earlier this month, NJ Transit broke ground on the New Jersey portion of the project.
ARC calls for expanding commuter-rail capacity between New Jersey and New York by building two new tunnels beneath the Hudson River and expanding Penn Station beneath 34th Street.
