Ottawa releases short list of bidders for light-rail system

On Friday, the city of Ottawa, Ontario, released a short list of three consortia competing to design, build, maintain and finance a new light-rail system.
The consortia are:
• Ottawa Transit Partners, led by VINCI Concessions and including ACCIONA Concessions Canada Inc., ACCIONA Infrastructure Canada Inc., Aecon Construction Group Inc., Bombardier Transportation Canada Inc. and VINCI Construction Grands Projets;
• Rideau Transit Group, led by ACS Infrastructure Canada Inc. and including EllisDon Corp., EllisDon Inc., Dragados Canada Inc., SNC-Lavalin Capital, SNC-Lavalin Constructors (Pacific) Inc. and Veolia Transportation Services Inc.; and
• Rideau Transit Partners, led by Bouygues Travaux Publics S.A. and including Brookfield Financial Corp., Fiera Axium Infrastructure Canada L.P., Parsons Enterprises Inc., Parsons Canada Ltd., Colas Rail S.A. and Johnson Controls L.P.
The firms will compete in a request-for-proposals process, which is scheduled to begin later this month and conclude in July 2012, city officials said in a prepared statement. Working with its commercial procurement lead, Infrastructure Ontario, the city expects to select a winning proposal in late 2012 with begin construction in first-quarter 2013.
“This is an important step forward in implementing light rail for Ottawa,” Ottawa Mayor Jim Watson said. “Collectively, these firms have built more than $100 billion in light-rail projects and 2,000 kilometers of tunnels in cities across the globe.”
