Sound Transit’s Citizen Oversight Panel recently released its 2005 year-end report, which cites the agency’s accomplishments and challenges.
The report notes such achievements as gaining approval of a plan to extend Link light-rail service to the airport and University of Washington, and closing the downtown Seattle Transit Tunnel.
However, panel members identified a number of issues, including project management concerns with the Rainier Valley Link segment, where there have been recurring problems with contractor performance and agency project management, and unfinished soil condition reports and station design reviews for the Beacon Hill tunnel segment.
“Members of this panel feel there were more pluses than minuses this year,” said panel Vice Chair Dick Chaplin in a prepared statement.
Appointed in 1997 to monitor Sound Transit’s performance, the panel comprises 15 volunteers from throughout the agency’s service area.
