RTD declines to pursue unsolicited proposal for North Metro Rail project

The Regional Transportation District of Denver (RTD) will not move ahead with an unsolicited proposal the agency received in September for the North Metro Rail Project.
Although the proposal “appeared to have merit” upon initial review, RTD staff determined that the proposal doesn’t meet budget constraints, RTD officials said in a prepared statement.
A joint venture of Fluor Enterprises Inc., Balfour Beatty Rail Inc. and Ames Construction submitted the proposal, which the agency will keep confidential.
However, the agency remains “very supportive of the unsolicited proposal process that will continue to seek innovative approaches to delivering our projects,” said RTD Board Chairman Lee Kemp.
“RTD will continue to move ahead with building out the first segment of the North Metro project to the National Western Stock Show Station with the current funds available for the project,” said RTD General Manager Phil Washington.
Agency officials intend to release a request for qualifications by year’s end, and a request for proposals to short-listed teams in early 2012.
