The San Francisco Municipal Transportation Agency (SFMTA) has drafted an  "Implementation Strategy for the Transit Effectiveness Project (TEP)," which includes a project schedule, capital cost estimates, key initiatives, staffing requirements and performance guidelines.

The TEP is a joint effort between the agency and San Francisco City Controller’s Office to improve Municipal Railway service, SFMTA officials said in a prepared statement.

Included in the plan are travel time reduction proposals, service changes and associated infrastructure, terminal and transfer point improvements, overhead wire expansion and long-term studies.

"By making decisions based on comprehensive data gathered during the planning phase, we have been able to prioritize important capital work and make targeted Muni schedule improvements," said SFMTA Executive Director and Chief Executive Officer Nathaniel Ford Sr. "This draft strategy for the implementation of the entire TEP provides a road map for Muni’s transformation during the coming decade."

The next steps include soliciting public opinion on the travel time reduction proposals and choosing an environmental consultant. The draft strategy will help form an environmental review, which will be led by the city's planning department in coordination with the controller’s office, SFMTA officials said.
