Sound Transit restructures governing committees

Sound Transit’s board recently adopted a new governing structure to position the agency to manage expanding transit services and construction work. The board dissolved the Finance Committee and transferred its authority and responsibilities to the Executive Committee and two new bodies: the Capital, and Operations and Administration committees.

The Capital Committee will be chaired by Fred Butler, with Julia Patterson serving as vice chair. The committee will be responsible for maintaining and expanding the board’s oversight of capital projects; carrying out the Central Link Oversight Committee’s roles; and providing final approval for capital program transactions under $5 million.

The Operations and Administration Committee will be chaired by Dave Enslow, with John Marchione serving as vice chair. Among its duties, the committee will review and monitor operating plans and transit; provide oversight, strategic direction and recommendations to the board on fleet and facility plans; review operating impacts of facility and corridor capital projects; and provide final approval for operating and administration transactions under $5 million.

The Executive Committee will be chaired by Aaron Reardon, with Claudia Thomas and Fred Butler serving as vice chairs. Among its responsibilities, the committee will review board rules, operating procedures and governance structure; consider public/government relations and communications strategies; monitor Sound Transit’s financial plan; and evaluate the chief executive officer’s performance.
