Sound Transit leaders are considering ways to close a budget shortfall that could result in a scaling back of the long-awaited, 7.7-mile Ballard Link light-rail extension project.
The proposed Ballard Link Extension (BLE) would connect Chinatown-International District and downtown Seattle with the Interbay and Ballard neighborhoods. Voters approved this project in November 2016 as part of the Sound Transit 3 vote.
The project is currently in the planning phase. But a $34.5 billion Sound Transit budget shortfall has agency leaders evaluating cost-cutting solutions, including the possibility of downsizing the extension to a point where trains would stop short of Ballard — an option that frustrates area residents, local news media reported late last week.
Snohomish County Executive and Sound Transit Chair Dave Somers said in a prepared statement that the board, in the face of unprecedented inflation of construction costs, has pressured the agency to find savings.
"By adopting an affordable system plan, the board is committed to giving the region’s residents the benefits of Sound Transit 3. Since May of 2025, the agency has created a full toolbox of potential cost savings, and we look forward to analyzing the approaches offered by the agency to ensure revenues and expenditures are balanced and affordable while delivering on ST3 objectives," Somers said. "Sound Transit has a strong track record of delivering complex transit projects, and the board has confidence in the agency's ability to navigate these fiscal challenges and continue moving the region forward."
