USDOT releases $250M for Honolulu passenger-rail project

U.S. Sen. Brian Schatz (D-Hawaii) this week announced that the U.S. Department of Transportation has released an additional $250 million to the Honolulu Authority for Rapid Transportation (HART) for its passenger-rail system, the Skyline, in accordance with an amended full funding grant agreement (FFGA) signed in February.

The original FFGA, signed in 2012, provided $1.55 billion in grant funding for the city's transit-rail project. The amended FFGA provides milestones for when those funds will be available to the project. In February, the USDOT released an initial $125 million to the transit agency. This additional $250 million was released as HART finalized the contract award for its City Center Guideway and Stations extension construction package for the Skyline.

“HART and the city continue to make good progress on the Skyline, and this new funding is proof of that. With this new money, HART will have more resources to complete the line and give the people of Honolulu more travel options,” said U.S. Sen. Brain Schatz (D-Hawaii), chair of the Senate Appropriations Subcommittee on Transportation.

To date, HART has received more than $1.1 billion in federal funding for the Skyline. More than $364 million is expected to be released by the USDOT as HART continues to meet milestones outlined in the grant agreement.

Skyline service began in June 2023 along 11 miles between the East Kapolei and Aloha Stadium stations. The second segment, between Aloha Stadium and Middle Street Transit Center, is being installed and is estimated to be completed in first-quarter 2025.
