Freight-road Rosters

  • Norfolk Southern Corp. named Harold Mobley vice president of labor relations to succeed Mark MacMahon, who is retiring; Howard McFadden, corporate secretary to succeed Dezora Martin, who also is retiring; and Joseph Dimino, VP of audit and compliance to succeed James Carter, who has retired.
  • Kansas City Southern named John Derry VP of human resources.
  • Arizona Railroad Group promoted Scott Parkinson from VP and general manager to president and chief executive officer to succeed his father, David Parkinson, who will continue to serve as chairman and director of the railroad investment company.

In transit

  • The Tri-County Metropolitan Transportation District of Oregon named Peggy Hanson senior manager for transportation operations.
  • The Port Authority of Allegheny County named Peter Behrman assistant general manager of service planning and development.
  • Virginia Railway Express named John Jenkins board chairman; Sharon Bulova, vice chairman; Paul Milde, treasurer; and Chris Zimmerman, secretary.

Supply side

  • Loram Maintenance of Way Inc. named Phil Homan president and CEO to succeed Paul Wilson, who is retiring April 1.
  • RailComm Inc. announced VP of Business Development Charlie Moore has been named chairman of Vermont’s Passenger Rail Subcommittee, which advises the state’s transportation agency on passenger-rail issues.
  • Talgo Inc. named Joshua Coran director of operations.
  • RailWorks Corp. named Steven Milewicz EVP, general counsel and secretary; and Gene Cellini, SVP of tax.
  • North American Technologies Group Inc. announced it is seeking a new chief financial officer after Mahesh Shetty resigned. The company also named Rod Wallace VP of manufacturing.

Engineering

  • Parsons Brinckerhoff named Chuck Kohler EVP; and Judith Cooper, assistant to the CEO. They also will serve on the executive committee. The engineering firm also named Daniel Baer East Coast planning manager; and Sheila Dezam and Eric Roecks, principal consutants in the strategic consulting group.
