Kinn to head Virginia DOT's new public-private partnership office

The Virginia Department of Transportation recently appointed Tony Kinn director of the new Office of Transportation Public-Private Partnerships (OTP3). He will be responsible for developing and implementing a statewide program for transportation project delivery via public-private partnerships.

Kinn most recently was assistant vice president and director of corporate relations for the University of Virginia Engineering Foundation. He previously was a principal owner in food brokerage firm James A. Weaver Co., executive vice president of the Federated Group and director of the Virginia Department of Economic Development’s International Division.

OTP3 works in conjunction with the state secretary of transportation and all seven Virginia transportation agencies to develop public-private projects across all transportation modes.

“[Kinn] has the background and expertise to further develop our program and proactively identify, assess and deliver the commonwealth's priority transportation projects in a consistent, transparent, timely and cost-effective manner,” said Virginia Secretary of Transportation Sean Connaughton in a prepared statement.
