Northern Lines Railway, Watco make management changes

Northern Lines Railway (NLR) recently appointed Justin Chalich to the newly created position of general manager. He will report to President Daniel Rickel, who also was recently became vice president of the Louisville & Indiana Railroad.

Chalich has served as NLR’s manager of maintenance and operations since June 2006. He previously held various transportation and mechanical positions at Northern Plains Railroad.

Owned by Anacostia & Pacific Co. Inc., NLR launched operations in April 2005, operating 23 miles of track formerly operated by the BNSF Railway Co.

Meanwhile, Watco Transportation Services L.L.C. has named Rik Rainville assistant vice president of corporate railcar services; Bill Miskell, director of corporate railcar services; and Jim Stallings, manager of quality assurance and training for corporate railcar services.

To be based in Spokane, Wash., Rainville most recently was director of corporate railcar services. He joined Watco in 2007 as director of locomotive support. Rainville previously was chief mechanical officer for the Arizona and California Railroad, and held various positions at the Camas Prairie and Burlington Northern railroads.

Miskell will report to Rainville and continue to be based in Oklahoma City, Okla. He most recently was manager of car repair for the Central Region. Since joining Watco in 1997, Miskell has held various positions, including manager of a car repair facility in Oklahoma City. He previously served the Cotton Belt Railroad, Missouri Pacific Railroad and BNSF in various capacities.

Stallings, who previously joined Watco in 1985 as a switching manager in Deridder, La., also will report to Rainville and be based in Edna, Kan. He had been retired since fall 2009. During his railroading career, which began in 1968, Stallings served stints as a foreman general trainer for Union Pacific Railroad, mechanical officer for CANAC and plant manager for O’Neil Transportation Services.
