Washington Gov. Jay Inslee last week appointed Lynn Peterson as secretary of the Washington State Department of Transportation to succeed Paula Hammond, who is retiring after leading the agency for nearly six years.

Peterson most recently served as a sustainable communities and transportation adviser to Oregon Gov. John Kitzhaber. She helped manage several of Oregon's statewide transportation initiatives, including the Willamette Valley passenger-rail plan.

"We need an innovative approach to fixing a transportation network that is outdated and hampering our economic growth," said Inslee in a prepared statement. "Lynn has the experience, creativity and leadership skills to help Washington build a transportation system for the 21st century."

Meanwhile, the North Carolina Department of Transportation (NCDOT) last week announced several organizational changes aimed at making the agency more efficient and customer service-focused. The new organizational structure eliminates the deputy secretary for business administration and establishes a new chief deputy for support post.

The department promoted several personnel, and hired others from the private sector and other organizations. The promotions include Paul Worley, who becomes director of the Rail Division; and Richard Walls, who becomes deputy secretary for transit.

Worley most recently was acting director, and previously served the division as assistant director for planning and development, assistant director for engineering and safety, corridor programs section chief and senior rail planner. Walls most recently was NCDOT's director of aviation.
