Anacostia Rail promotes Perri, Lurkins; hires Elkins

Anacostia Rail Holdings Co. announced yesterday two promotions and a new hire to its Pacific Harbor Line and Louisville & Indiana Railroad operating companies.

Stephane Perri, a 16-year railroad veteran, was promoted earlier this month to senior director of transportation at Pacific Harbor Line. He began his railroad career there as a conductor in April 2000. Since then, he held various positions, including his most recent as director of transportation–Badger Bridge, which he held for more than 3 years.

Scott Lurkins was promoted to senior director of business development at Anacostia Rail. He will focus on developing business initiatives, property acquisition and corporate partnerships, and will manage strategic projects across the entire Anacostia Rail portfolio. Previously, Lurkins was director of sales and marketing at Louisville & Indiana. Prior to joining the railroad, he served stints as industrial development director for the Illinois Western Railroad and economic development director for the city of Greenville, Ill.

Meanwhile, Kathryn Elkins has been hired as manager of sales and marketing at Louisville & Indiana. She joins the railroad with 15 years of experience from serving the Indiana National Guard in logistics. She most recently ranked as company commander.
