Anacostia Rail Holdings Co. has promoted James Bonner from vice president to president of New York & Atlantic Railway Co. effective tomorrow.Bonner, who has more than 19 years of railroad industry experience, will succeed Paul Victor, who will become managing director of Anacostia, the parent of New York & Atlantic (NYA), the company announced yesterday.Bonner joined NYA as director of sales and marketing in 2013. He was promoted to vice president two years later. Previously, he has been general manager at Connecticut Southern Railroad in Hartford, Conn., a Genesee & Wyoming Inc. subsidiary. Bonner also has served stints at Otter Tail Valley Railroad in Fergus Falls, Minn., RailAmerica, California Railroad and Kyle Railroad.Victor has served as president of NYA since 2007, following 18 years of railroad management in Latin America and Africa. He directed the first major privatization of freight service in Argentina in 1989 and subsequently directed the first privatization of commuter-rail service in Buenos Aires.Victor also was a founder of Iowa Interstate Railroad and previously directed operational planning for the Illinois Central Railroad, which is now part of CN.Also yesterday, Anacostia announced the promotion of Marlon Taylor from assistant vice president to vice president of the NYA. Taylor, who has 17 years of railroad experience joined NYA in April from Anacostia affiliate Pacific Harbor Line Inc. He began as an engineer/conductor for Pacific Harbor, and worked as a train dispatcher, trainmaster and chief dispatcher before advancing to director of operations.In 2013, Progressive Railroading named Taylor a "Rising Star" in the railroad industry.
