R. J. Corman appoints railroad president, numerous vice presidents

R. J. Corman Railroad Group LLC has named Ray Goss president of R. J. Corman Railroad Co., effective Jan. 21, and filled other key leadership positions.

Goss succeeds Brian Miller, who announced his resignation in September of 2018 to pursue other interests.

For the past 15 years, Goss served Genesee & Wyoming Inc., where he held such positions as senior vice president of engineering and chief engineer, SVP of the Northeast Region, and SVP of the New York and Pennsylvania Region. He will lead all aspects of R. J. Corman’s 13 short lines, including transportation, engineering, mechanical and economic development, company officials said in a press release.

R. J. Corman also named Noel Rush SVP of R. J. Corman Railroad Group; Mike Philpot, VP of operations–south for R. J. Corman Railroad Co.; John Phillips, VP of operations–north for R. J. Corman Railroad Co.; Jimmy Spencer, VP of R. J. Corman Signaling; Chris Stevens, VP of operations for R. J. Corman Railroad Switching Co.; Justin Broyles, VP of commercial development–railroads for R. J. Corman Railroad Group; Chase Armstrong, VP of commercial development–contracted services for R. J. Corman Railroad Group; Mike Robinson, VP of commercial development–logistics for R. J. Corman Railroad Group; and Greg Miller, assistant VP of mechanical operations for R. J. Corman Railroad Switching.

Now as SVP, Rush will work closely with President and Chief Executive Officer Ed Quinn to develop and implement the company's long-term strategies, and oversee executive relationships and government affairs. Meanwhile, Philpot and Phillips will report directly to Goss and oversee day-to-day operations, safety, training, and compliance with all FRA-related rules and regulations.

Stevens was promoted to VP to fill the position most recently held by Philpot. Stevens has served R. J. Corman for six years in such positions as AVP of operations, general manager of operations and assistant GM of operations.

Spencer now leads R. J. Corman Signaling as VP following the retirement of Ray Sipes at 2018's end. Spencer joined R. J. Corman in 2017 after serving CSX for 20 years, including a stint as director of signal construction.

R. J. Corman Railroad Group manages short line and switching operations, and provides such services as emergency response, track material distribution, track construction, signal design and construction, and locomotive sales.
