LA Metro names seven to executive team

The Los Angeles County Metropolitan Transportation Authority (LA Metro) yesterday announced the appointments of seven new executives to the agency's leadership team. The new appointees will oversee system security and law enforcement, ethics, auditing, risk management, sustainability, and equity and race. 

The new executives are: Robert Green, chief system, security and law enforcement officer; Cindy Morgan Kim, chief ethics officer; KeAndra Cylear Dodds, executive officer of equity and race; Kenneth Hernandez, chief risk, safety, and asset management officer; Shalonda Baldwin, interim chief auditor; Cris Liban, chief sustainability officer; and Heather Marie Repenning, executive officer of sustainability policy.

Green, who will start his new role March 1, has 40 years of experience in special operations, law enforcement leadership, executive management and investigation with the Los Angeles Police Department (LAPD). He previously served as the deputy chief during the establishment of a new Transit Services Bureau in the LAPD, and deputy chief and chief of staff to the LAPD chief. 

Kim has more than 18 years of legal, compliance and ethics experience. Previously, she served as the chief ethics and compliance officer at Florida Atlantic University and deputy inspector general and general counsel for the U.S. Department of Commerce, Office of the Inspector General. 

Prior to her appointment, Dodds served as manager of preservation and home ownership programs at the Los Angeles County Development Authority.

Hernandez is a risk management and compliance professional with over 27 years of experience. Prior to his appointment, Hernandez was managing director and risk consultant for a workers' compensation defense law firm.

Baldwin previously served on the San Francisco Municipal Transportation Agency's operations leadership team.

Meanwhile, Liban has more than 25 years of experience in environmental and sustainability policy, urban planning, environmental science, civil and environmental engineering and geology. He serves as the executive contact for issues related to environment and sustainability for LA Metro.

Repenning has been a leader in local government for almost two decades with a focus on creating sustainable communities. Previously, she was vice president of the LA Board of Public Works, and director of external affairs for LA Mayor Eric Garcetti.
