Francis Francois, who served as American Association of State Highway and Transportation Officials (AASHTO) executive director from 1980 to 1999, died Feb. 17. Francois was 87.

During his nearly 20-year tenure as executive director, Francois reasserted AASHTO as the premier technical organization for adopting and issuing highway standards and specifications, according to an obituary on the AASHTO Journal website.

He also strengthened AASHTO'S role in setting national transportation policy for all modes and further cultivated its involvement in international activities.

When he retired from AASHTO, the organization established the Francis B. Francois Award in his honor. The award is bestowed annually to state departments of transportation that have developed innovative projects.
