The South Florida Regional Transportation Authority (SFRTA) late last week announced a restructuring of its senior management team, including several promotions and appointments.

The authority named Diane Hernandez Del Calvo deputy executive director; Loraine Cargill, director of strategic planning; and Charles Hankerson, director of operations. SFRTA also promoted Victor Garcia to director of public affairs.

Hernandez Del Calvo had served as deputy executive director of administration since February 2019 and was director of administration for over 14 years. In her new capacity, she will oversee the daily management of the authority.

Cargill has served the SFRTA for more than 25 years in various capacities within the planning department, including her most recent post as director of planning and capital development since February 2019.

A 14-year rail industry veteran, Hankerson most recently was VP of operations for RailUSA, where he oversaw operations and commercial growth for the Florida Gulf & Atlantic and Grenada railroads.  He previously held various positions at Canadian Pacific and Norfolk Southern Railway.

Garcia has served the SFRTA for over 19 years in marketing and public outreach, and most recently was public information officer the past two years.

The other senior management team members are Allen Yoder, director of safety and security; M. David Trabal, director of human resources; Teresa Moore, general counsel; and Noel Pfeffer, deputy general counsel.
