UP appoints Payne, Garrison and Chacon to new management positions

Union Pacific Railroad recently named Mark Payne assistant vice president-Spring Dispatch Center; Greg Garrison, general superintendent-Harriman Dispatching Center to succeed Payne; and Tony Chacon, AVP-premium operations.

Payne will be responsible for train dispatching on the 5,500-mile Southern Region in Oklahoma, Texas and Louisiana. Since joining UP predecessor Missouri Pacific Railroad in 1978 as a management trainee, he has held various operating department positions, including trainmaster, manager of terminal operations, director of train management and superintendent of transportation services.

Most recently AVP of intermodal operations, Garrison will be responsible for managing train dispatching on the 6,600-mile Central Region in Iowa, Nebraska, Missouri, Illinois, Arkansas, Oklahoma, Texas, Louisiana, New Mexico and Kansas. Since joining UP in 1986 as a management trainee, he has served as manager of train operations, director of intermodal train operations, superintendent of transportation services, director of road operations and superintendent of intermodal operations.

Most recently AVP-Mexico marketing and sales, Chacon will be responsible for intermodal and automotive ramp operations. Since joining UP in 1975, he has held various operating and marketing department positions, including general mechanical engineer, superintendent of shops, assistant vice president of reengineering, general manager of transportation services and superintendent of transportation services.
