The National Transportation Safety Board (NTSB) has named Patrick Warren director of the Office of Railroad, Pipeline and Hazardous Materials Investigations. Warren previously served as the chief safety and security officer for the New York Metropolitan Transportation Authority for more than five years. Before the MTA, Warren held several executive leadership positions, including serving as executive director of the Federal Railroad Administration, the deputy associate administrator for its Office of Railroad Safety. During his tenure at the FRA, Warren spearheaded the implementation of positive train control.

NTSB also named Mike Budinski as director of its Office of Research and Engineering. Budinski and his team have played pivotal roles in numerous high-profile accident investigations, contributing significantly to the formulation of transportation safety recommendations across all modes, NTSB officials said in a press release. Budinski also oversaw an extensive renovation of the laboratory, ensuring it remains a state-of-the-art facility.

HDR Inc. has promoted Tony Gouveia to serve in a dual role as the firm’s Northeast transit leader in addition to serving as New England transportation manager. Gouveia will work with teams and clients to support the development and delivery of multidisciplinary transit programs throughout the Northeast. He will advise on the technical, regulatory and financial aspects as well as the community impacts, according to an HDR press release.

FTR Transportation Intelligence has hired Joseph Towers as senior analyst, rail. Most recently, Towers worked at Oliver Wyman as a freight rail specialist, working directly with Class Is, short lines, OEMs, operators and private equity clients. Towers began his career at Trinity Industries where his primary responsibilities included market research and economic forecasting, informing the organization on the current and future trends for different commodity groups and their respective rail-car types, according to an FTR press release.
