ALSTOM Transportation Inc. recently appointed Ian De Souza general manager of its rolling-stock manufacturing facility in Hornell, N.Y.

Most recently president of global electronics company Universal Instruments, De Souza previously served the company as senior vice president of operations and systems, and vice president of sales and support.
