CSX's Mancini; KCS' Ballesteros and Befort assume new high-ranking positions

CSX Corp. has appointed Lisa Mancini senior vice president of human resources and labor relations to succeed Robert Haulter, who will retire Dec. 31, ending his 35-year railroading career.

Mancini most recently was VP of labor relations and has spearheaded CSX's efforts to create public-private partnerships. Prior to joining CSX in 2003, she was chief operating officer of the San Francisco Municipal Railway, deputy executive director of the San Francisco Municipal Transportation Agency and a key operating executive for the Southeastern Pennsylvania Transportation Authority.

Meanwhile, Kansas City Southern has promoted Gloria Ballesteros from VP of sales and marketing to SVP of sales, marketing and asset management; and Timothy Befort, from assistant VP of financial planning and analysis to VP of yield management.

In her new role, Ballesteros will lead Kansas City Southern de México S.A. de C.V.’s (KCSM) commercial group and report to KCSM President and Executive Representative Jose Zozaya. She will coordinate commercial matters with KCS Executive VP of Sales and Marketing Patrick Ottensmeyer, and international asset management issues with Kansas City Southern Railway Co. (KCSR) EVP and Chief Operating Officer Scott Arvidson.

During the past 13 years, Ballesteros has held various operations and commercial leadership positions for KCSM and its predecessor. Prior to joining KCS, she was Alstom’s Association of American Railroads rules coordinator.

In his new role, Befort will be responsible for finding ways to optimize KCSR’s and KCSM’s network, leveraging the existing cost structure and asset base to grow revenue, and improving margins and profitability.

Since joining KCSR in 1998, he has held several strategic analysis and project management posts. Befort previously served American President Lines in various capacities.
