CTA's Carter selected as APTA chair

The American Public Transportation Association Nominating Committee last week convened a special meeting to address the resignation of the association's vice chair and to select an amended slate of officers.

The committee selected Chicago Transit Authority President Dorval Carter Jr. as APTA chair. Dorval has been president of CTA since 2015. He began his career with CTA in the 1980s and held numerous positions in the legal and administrative departments. He served as executive vice president and chief administrative officer for nine years.

Carter also was acting chief of staff to former U.S. Transportation Secretary Anthony Foxx, who served during the Obama administration, and acting deputy administrator and chief counsel for the Federal Transit Administration. 

Carter was originally slated to be vice chair, while Jacksonville Transportation Authority's (JTA) Kevin Holzendorf would be chair. Holzendorf has left the post without APTA providing an explanation, but according to a report from The Florida Times-Union, he was arrested Sept. 16 on a charge of drunk driving. Holzendorf was also removed from the JTA board, on which he had served since 2013.

The APTA also selected Adelee Le Grand as vice chair and Jose Bustamente as executive committee member-at-large. Le Grand is CEO of Hillsborough Area Regional Transit Authority in Tampa, Florida; Bustamente is vice president of transportation and infrastructure national business development at STV Inc.

APTA will vote Oct. 8 on a 2022-2023 slate of nominees to its board during the 2022 TRANSform Conference in Seattle.
