On July 29, Covington & Burling named former Surface Transportation Board Chairman and Commissioner Linda Morgan partner in the law firm's Washington, D.C., office, effective Sept. 3.
Morgan will head Covington's transportation group, focusing on railroad and other transportation cases, as well as general legislative, governmental and policy issues.
In 1995, President Clinton appointed her chairman of STB predecessor Interstate Commerce Commission (ICC).
At the ICC and STB, Morgan presided over numerous regulatory proceedings, including rail-rate, service and merger cases. She served as STB chairman until December 2002, then as a commissioner until May 2003.
"Linda's extensive expertise and leading reputation in the transportation field make her an outstanding addition to our transportation practice," said Stuart Stock, Covington management committee chairman, in a prepared statement.
Prior to the ICC, Morgan spent 15 years serving as a counsel and seven years as general counsel for the Senate Committee on Commerce, Science and Transportation.
