Keolis tabs Mitrou as MBTA general counsel; Niagara Frontier names Cox CFO

Keolis Commuter Services named David Mitrou general counsel and director of labor affairs for the company's Massachusetts Bay Transportation Authority (MBTA) commuter-rail contract.

Mitrou joins Keolis from The McCormack Firm L.L.C. in Boston, where he was a partner with experience representing commuter-rail operators and other public transportation service providers in Massachusetts. Previously, he was an assistant district attorney in Nassau County, N.Y.

Keolis' contract to operate MBTA begins on July 1.

Meanwhile, John Cox has been appointed chief financial officer of the Niagara Frontier Transportation Authority (NFTA). In his new role, he will report to the NFTA's board with functional responsibility to the execute director, and become a member of the director's management team.

He will be responsible for forming a strategic financial plan and serve as an adviser on all financial matters at the authority.

For the past two years, Cox was deputy director of finance and accounting for the city of Rochester, N.Y. He previously was comptroller/director of finance for the city of Binghamton, N.Y., from 2007 to 2012.
