LIRR appoints Picca executive VP

MTA Long Island Rail Road (LIRR) President Patrick Nowakowski has named Elisa Picca executive vice president.

Previously the agency's longtime chief planning officer, Picca will continue to oversee strategic planning in her new role. She'll also direct the departments of service planning, procurement and public affairs/market development, LIRR officials said in a press release.

Picca succeeds Al Consenza, who is retiring after 20 years with LIRR and a combined 45 years of service to the MTA.

In her nearly three decades with the commuter railroad, Picca has had a broad range of responsibilities, including development of LIRR's five-year capital program, fleet and infrastructure strategy, and the agency's 20-year capital needs assessment.

Before joining LIRR, Picca worked for the New York City Office of Management and Budget.
