A couple of personnel announcements to report in the passenger-rail realm:

• The Fort Worth Transportation Authority (The T) recently named JD Smith information technology director. He'll be responsible for all activities associated with the agency's IT needs, including voice, data, network, fiber, software applications, passenger information system, ticket vending machines, customer notifications and Homeland security cameras. Smith, who has more than 20 years of experience in the IT field, joined The T in 2006 as a senior scheduler.

• The Southeastern Pennsylvania Transportation Authority appointed Francis Kelly assistant general manager of government and public affairs. Kelly most recently served as senior vice president of Egan Bloom Associates, a public affairs/management consulting firm; before that, he was a judge in Philadelphia traffic court.
