NCTD appoints Tulley, Dover, Rodriguez to leadership roles


Tulley will be responsible for rail operations and maintenance programs for the Coaster commuter rail and Sprinter hybrid rail services

California's North County Transit District (NCTD) recently announced the following personnel appointments: Tom Tulley, chief operations officer of rail; Mary Dover, chief of staff; and Suheil Rodriguez, director of administration.

"As the district pushes forward on critical initiatives — including key infrastructure projects such as rail capacity enhancing projects and the transition of our rail and bus fleet to 100% zero emission — we are fortunate to have world-class members of our team to fill these critical roles, said NCTD CEO Shawn Donaghy in a press release.

Tulley will be responsible for rail operations and maintenance programs for the Coaster commuter rail and Sprinter hybrid rail services. Most recently, Tulley served as managing director and country manager for Stadler Services in the United States and Canada. In this role, he directed the corporate effort for Stadler properties to ensure federal, state and local regulations were met.

As chief of staff, Dover will serve as a strategic adviser to the CEO and NCTD's board. She will continue to be responsible for NCTD's intergovernmental relations and will also assume responsibility for the administrative team. Dover joined NCTD in 2022, serving as the agency's government affairs officer. 

Rodriguez has been with NCTD since 2006, serving in many capacities. Most recently, she was manager of administration.
