NCTD names Zoll chief of security

The North County Transit District (NCTD) has named Tom Zoll chief of security effective June 4.
Zoll, who retired in 2010 after serving seven years as police chief in Carlsbad, Calif., has been serving as NCTD’s interim chief of transit enforcement for the past two years.
His decision to come out of retirement prompted NCTD officials to halt plans to launch a formal, extensive search to fill the security post, NCTD officials said in a prepared statement.
Zoll already has begun transforming the agency’s security program by leading the implementation of its code enforcement and new parking management programs, said NCTD Chief Executive Officer Matthew Tucker.
Zoll served 30 years with the San Diego County Sheriff’s Department, where he worked his way up to assistant sheriff.
When Zoll came on board with the agency in 2010, NCTD faced a five-year deficit of about $80 million. The agency made cuts to its security program, including eliminating a contract with the San Diego County Sheriff’s Department and reducing its private security contract with Heritage Security Services.
“Tom, with his experience and ties to the local policing community, was able to quickly step in and ensure a smooth transition that helped us manage the implementation of the reductions in security while at the same time keeping our passengers safe,” Tucker said.
