New York & Atlantic Railway Co. (NYA) recently appointed Paul Victor general superintendent, a position that’s been vacant since Mark Westerfield became acting president in April.

Victor joined NYA in September 2006 after being involved in rail privatizations in Latin America and Africa for 18 years. He directed operations for Argentina’s first major freight-rail privatization in 1989 and later directed the first commuter-rail privatization in Buenos Aires.

Victor also was one of the founders of Iowa Interstate Railroad Ltd. and managed Illinois Central Railroad’s operational planning.

Formed in 1997 and owned by Anacostia & Pacific Co. Inc., the 269-mile NYA serves New York City and Long Island, N.Y.
