Pacific Harbor Line (PHL) has appointed Monte Stokes chief engineer of the 75-mile short line that serves the ports of Long Beach and Los Angeles. He succeeds Robert Giannoble, who retired on Dec. 31, 2020.

Stokes joins PHL from Amtrak, where he had been deputy division engineer in Washington, D.C., assistant division engineer in Baltimore and senior engineer-track, Philadelphia, since 2017.

He previously held engineering posts with CSX from 2011 to 2017, advancing from management trainee to roadmaster II. Stokes also served stints at CH2M Hill Inc. and Moreland Altobelli.
