The new members, who will serve three-year terms, are:
• Robin Burns, vice president-supply chain, Occidental Chemical Corp.;
• Jerry Cope, VP for marketing, Dakota Mill and Grain;
• George Duggan, VP of coal marketing group, BNSF Railway Co.;

The U.S. transportation secretary and three STB members serve as ex officio members of RSTAC, which was established in 1995 to provide advice on regulatory, policy and legislative matters. The council is chaired by Reilly McCarren, chairman of the Arkansas & Missouri Railroad; Bruce Ridley, VP of environmental, health and safety and operations for Packaging Corp. of America, is vice chairman.
