STV Group Inc. recently promoted Thomas Spearing III to chief strategic growth officer, responsible for developing the engineering firm’s business plan in the mass transit/rail, highway/bridge, federal, facilities and environmental markets.

With more than 17 years’ experience directing national transportation business development programs, Spearing also will be in charge of generating new business opportunities. Since joining the firm in 1996, he has played a pivotal role in expanding STV’s presence in the rail transportation industry, according to a prepared statement.

Spearing was promoted to vice president in 1999 and senior vice president in 2001.
