The Sacramento Regional Transit District (SacRT) has named Tim Spangler to lead the agency's legal team. He succeeds Bruce Behrens, who recently retired.

As chief counsel, Spangler has appointed SacRT Senior Attorney Olga Sanchez-Ochoa to the newly created position of deputy chief counsel. In her new role, Sanchez-Ochoa will oversee transactional law and focus on advisory work, including real estate transactions, pension law and procurement, according to a SacRT press release.

Meanwhile, Operation Lifesaver Inc. (OLI) has named Libby Rector Snipe director of communications. She previously was communications/creative director for Wolf Trap Foundation for the Performing Arts in Virginia, where she led a team of professionals in the development and execution of creative campaigns.

"Libby is a savvy strategic communications professional with extensive nonprofit experience developing and executing integrated marketing campaigns," said OLI President and Chief Executive Officer Joyce Rose in a press release. "Those skills, along with her expertise in content creation and branding, will help Operation Lifesaver in its ongoing mission to increase public awareness of the need for caution near tracks and trains."
