The T appoints COO, grants administrator

The Fort Worth Transportation Authority's (The T) board yesterday announced the appointments of Tom Tulley as chief operating officer of Trinity Railway Express (TRE) and William Johnson as The T's grants and DBE administrator.

Tulley will fill a restructured COO position that now assumes the role of chief mechanical officer, The T officials said in a press release. TRE is jointly owned and operated by The T and Dallas Area Rapid Transit.

Previously, Tulley was passenger-rail specialist for the Federal Railroad Administration Region 5 in Dallas from 1999 through 2012. He also served as the FRA Region 5 emergency preparedness team leader, railroad safety inspector and safety specialist MP&E for passenger railroad equipment.

Johnson has been assistant director of the city of Fort Worth's Housing and Economic Development Department since 2008, where he was the primary adviser on design and implementation of its Minority and Women Business Enterprise Ordinance and Disadvantaged Business Enterprise Program.

Previously, Johnson worked for The T from 1995 to 1999 as its DBE/EEO coordinator.
