UP appoints Houton AVP of external relations

Union Pacific Railroad has named James Houton assistant vice president of external relations. Stationed at the Class I's Washington, D.C., government affairs office, he will be responsible for monitoring key rail industry issues, including safety, economic regulation and freight legislation.
Houton most recently was a consultant with Elmendorf Strategies. He previously was director of government relations for Microsoft Corp. and vice president of government relations for the New England Council.
