Senate confirms Rutter as FRA administrator (7/24/2001)

The Senate July 19 confirmed Allan Rutter as administrator of Federal Railroad Administration.

Rutter had been serving as a U.S. Department of Transportation consultant since his April nomination by President George W. Bush.

He previously served as transportation policy director in the Texas governor’s office, following a stint as deputy executive director of the Texas High-Speed Rail Authority.

Rutter also served as senior budget analyst under former Texas Governors Mark White and William Clements.

"[Rutter's] expertise has earned him the respect of management and labor alike," said Edward Hamberger, Association of American Railroads president and chief executive officer, in a prepared statement. "We look forward to working with Administrator Rutter in developing policies and programs."
