STB to hold hearing on uniform cost system changes, add Campbell to staff

The Surface Transportation Board (STB) will hold a public hearing on April 30 to examine issues related to the Uniform Railroad Costing System (URCS).

The board uses the system to determine a railroad's variable costs in various regulatory proceedings. URCS calculates system-average variable costs for each Class I based on information annually reported to the STB.

“The board believes it is time for a review of URCS to determine whether, and to what extent, modifications are needed to account for recent changes in agency procedures, to improve system outputs and to further the national rail transportation policy set by Congress,” STB members said in a hearing announcement.

The board currently is seeking comments and suggestions on URCS changes in various areas. The STB has identified 13 specific topics, but welcomes comments on other aspects of the system that need updating.

Meanwhile, acting STB Chairman Francis Mulvey has appointed Rachel Danish Campbell director of the board’s office of proceedings, effective April 13. She most recently was chief of staff for former STB Chairman Charles Nottingham.

Campbell previously served on the staff of the STB’s Office of the General Counsel and as an attorney-advisor for former STB Chairman Roger Nober. Prior to joining the board, she was a partner at law firm Foley & Lardner.
