Kansas City Southern and its U.S. subsidiary Kansas City Southern Railway Co. (KCSR) recently named Darin Selby assistant vice president of coal and short line partner relations.

He has served as AVP of sales and marketing for the coal business unit since 2006. Now, Selby will be responsible for enhancing short-line relations through several initiatives, such as creating strategic plans for jointly developing new business, streamlining communications by establishing a single KCSR contact, and adopting technology and online resources to monitor and manage various projects.

Selby previously served as an assistant trainmaster, assistant director of KCS’ customer service center in Shreveport, La., director of the account management center in Kansas City, Mo., and general director of the coal business unit. Prior to joining KCS, he held various positions at OmniTRAX Inc.

“[Selby’s] background encompasses short line and Class I operations, sales and marketing, and customer service, bringing valuable experience and perspective for strengthening relations with these important business partners,” said KCS Executive VP of Sales and Marketing Patrick Ottensmeyer in a prepared statement.

Meanwhile, KCS also announced that Kansas City Southern de México S.A. de C.V. (KCSM) has transferred the responsibility of administering car hire generated in Valle de Mexico to Ferrocarril y Terminal Del Valle de México (Ferrovalle) as a result of negotiations between Mexican railroads and Ferrovalle. The agreement modifies KCSM’s and Ferrovalle’s working relationship, and simplifies car hire calculation and reconciliation. In addition, the pact addresses car hire liability for cars received and delivered, based on Association of American Railroads (AAR) rules, KCS said.

The agreement was implemented in two stages. In January, Ferrovalle modified the transfer of car hire for cars delivered to KCSM to the moment of the physical interchange rather than when cars conclude the classification process. In April, KCSM and Ferrovalle began working under AAR Rule 15 procedures that regulate car hire responsibility — setting a precedent for the Mexican rail industry for the implementation of Rule 15, KCS said.
