• Global Railway Industries Ltd. subsidiary CAD Railway Industries’ ESDC division obtained a contract from the Transportation Technology Center Inc. to perform EPA in-service emissions testing on six locomotives owned by three Class Is. The tests will be performed later this year. CAD Railways operates a certified locomotive and diesel engine testing center, which is one of a few North American facilities approved for emissions testing.

• Cambridge Systematics Inc. has named Paula Dowell senior associate and director of its National Transportation Economics Group. She most recently was vice president and national practice leader for economics and freight at Wilbur Smith Associates. She previously was a post doctorate research associate for the Center of Business and Economic Research at the University of Tennessee-Knoxville. Dowell’s areas of expertise include transportation economics, freight transportation planning and multi-jurisdictional planning, and her freight planning projects include the Mexico multi-modal freight corridor master plan, Mississippi statewide freight master plan and El Paso bi-national border improvement plan.

• NCC Construction Sweden won a contract to construct an extension of the Tvärbanan light-rail system in Stockholm. The company will build a 1.4-mile line from Ulvsundavägen to the Solna Business Park, as well as construct two bridges and four street-level stations. The project is scheduled to start in August and take two years to complete.
